Carbotura operates Advanced Circular Manufacturing (ACM) facilities — classified under NAICS 325/331 and EU NACE C20/C24 as manufacturing operations, not waste processing. Platform overview →
Carbotura submits complete technical, legal, and commercial evidence for the relevant authority's review and requests written determinations. The Department makes the determination on the merits; Carbotura's role is to present the case for it.
Every Carbotura facility is an Advanced Circular Manufacturing operation classified under manufacturing NAICS sector codes — not waste. This is the foundation of every Carbotura regulatory engagement; the pathways below are derivatives of the manufacturing predicate, not parallel claims.
Pre-Application Conference is the standard first engagement with any new permitting authority. Carbotura provides voluntary monitoring commitments — quarterly mass-balance reports, annual third-party URVS audits, continuous APS performance logging, first-article output Circular Supply Agreements, and open agency site access — independent of permit outcomes.
In every jurisdiction with the appropriate analogs, Carbotura pursues the following five-pathway set. Specific statutes vary by jurisdiction; the conceptual architecture is universal.
Confirmation that ACM operations qualify as advanced recycling / catalytic reforming manufacturing under the jurisdiction's advanced-recycling framework. Evidence: process description and Legal Mapping linking each statutory element to MCR process features.
Petitions for any residual feedstreams not fully covered by manufacturing classification — three-criterion analysis (ingredient use; no greater harm; contributes to product usefulness) with URVS elemental assay as primary evidence.
Determinations for RevCon output families to confirm coproduct rather than residual status — supported by output specifications, market references, and the Product Certification Matrix.
Determination on whether the APS-enclosed facility qualifies for plan-approval exemption, simplified-path treatment, or full-path permitting. Submitted as a Potential-to-Emit memorandum covering normal operations, controlled startup and shutdown, planned maintenance, emergency pressure-relief, and fugitive scenarios.
Where the jurisdiction offers a coordinated or expedited permit program, Carbotura seeks enrollment for qualifying items — with full qualifying-items analysis and coordination through the relevant permit-coordination office.
Designed to comply with and exceed all applicable environmental standards. The near-zero-emission, near-zero-residual design profile means the regulatory rationale for waste-specific requirements does not apply.
Atmospheric Protection System operates in a closed-loop configuration, designed to eliminate the need for conventional stacks or scrubbers. The system operates without combustion in an anoxic environment (40 CFR §63.2).
EU equivalent: Industrial Emissions Directive (IED) 2010/75/EU — exempt due to near-zero emissions to air.
All incoming manufacturing feedstock is purchased under commercial Circular Supply Agreements for use as manufacturing inputs under 40 CFR §261.2. Material purchased under a commercial supply agreement has not been discarded. Carbotura never applies for, accepts, or operates under a solid waste permit.
EU equivalent: Waste Framework Directive 2008/98/EC — Materials classified as by-products (Article 5) or end-of-waste (Article 6).
Designed for near-zero discharge. Ultrapure water is a manufactured product refined through Liquifact™ extraction and process water recovery, meeting or exceeding ASTM D1193 and EPA industrial reuse standards (40 CFR §122.2). No process water discharged to municipal systems.
EU equivalent: Water Framework Directive 2000/60/EC — Near-zero discharge system.
Hydrogen, carbon, and refined metals are existing chemicals. Testing and reporting meet TSCA §8(e) for chemical data maintenance. PFAS destroyed at 1,200°C+ — complete molecular breakdown, not filtration or transfer.
EU equivalent: REACH Regulation (EC) 1907/2006 — All products are registered substances.
Total Material Conversion — the outcome of the Circular Advantage program and all four Carbotura Protocols — is designed to convert virtually all incoming manufacturing feedstock into saleable manufactured materials, eliminating pollution at the source (42 U.S.C. §13101).
EU equivalent: Circular Economy Action Plan — Full alignment with waste hierarchy and circular economy principles.

Carbotura's classification defense framework is designed to establish manufacturing classification in every jurisdiction — including under the EU Waste Framework Directive, UK Environmental Permitting Regulations, Canadian Environmental Protection Act, Australian National Environment Protection Measures, and other international frameworks. Regulatory counsel reviews all filings for classification consistency before submission.
Designed for −1,522 to −1,566 tons CO₂e/day — carbon negative by design. 17 million tons CO₂e over 30 years. 97% energy reduction versus virgin material production.
APS captures 1,200 metric tons/year of fugitive hydrocarbons. No combustion, no stack, no regulated air emissions. Closed-loop atmospheric containment throughout.
Total Material Conversion through four Protocols. No ash, no landfill residual, no material requiring further management. Every output is a manufactured product with commercial buyers.
87,000+ gallons/day of ultrapure water produced as a manufactured product. No process water discharged to municipal systems or waterways.
Nothing leaves a Carbotura facility as "waste," "residual," or "material requiring further management." Every output has a product specification, a quality control certificate, and a commercial buyer.

100+ direct manufacturing jobs per 400 TPD modular factory, plus ~300 indirect and induced positions. High-quality manufacturing employment replacing low-wage waste industry roles.
$32M+ annual economic impact per facility. Recurring Circular Royalty™ payments beginning 13 months after corresponding feedstock delivery. Communities receive a share of the value their feedstock generates.
Domestic production of synthetic graphite, graphene compounds, rare earth elements, and recovered minerals — strategic materials currently dominated by foreign supply chains. Directly supports national security and supply chain resilience.
Carbotura welcomes independent technical due diligence. Facility tours, process documentation, engineering specifications, and third-party verification are available under appropriate NDA.
Request Technical ReviewBefore filing any permit applications in any jurisdiction, Carbotura conducts structured pre-application engagement with relevant state environmental agencies to establish manufacturing facility classification and identify applicable permit pathways.
